Installation du COS-PETROGAZ : Vers une impulsion dynamique du secteur de l’Energie et un contrôle stratégique de la valorisation des réserves pétrolières et gazières

Le chef de l’Etat, Macky Sall, a présidé dans la Salle des Banquets, la cérémonie d’installation du Comité d’orientation stratégique du pétrole et du gaz (Cos-Petrogaz). Le président est revenu sur l’importance qu’il accorde à  « une gouvernance apte à  garantir une prospérité durable avec les nouvelles ressources pétrolières et gazières ».

Voici l’intégralité du discours de Son Excellence Monsieur Macky SALL, lors de l’installation du Comité d’Orientation Stratégique du Pétrole et du Gaz (COS-PETROGAZ)

Le Cos-Petrogaz, un organe de pilotage stratégique

En tant qu’organe de pilotage stratégique, le Cos-Petrogaz a pour mission d’assister le président de la République et le Gouvernement dans la définition de la politique de développement du secteur pétrolier et gazier et d’assurer le suivi de la mise en œuvre, à  travers son Secrétariat permanent qui en est l’outil de supervision. Il doit permettre « d’assurer une impulsion dynamique du secteur de l’Energie et un contrôle stratégique du processus de valorisation des réserves pétrolières et gazières, à  travers notamment le renforcement des actions de l’Initiative pour la transparence des industries extractives (Itie) ». A ce titre, le Cos-Petrogaz est chargé, en rapport avec le ministère de l’Energie, d’élaborer un Plan directeur de développement pétrolier et gazier et un schéma d’utilisation de ces ressources en articulation avec les axes et les objectifs du Plan Sénégal émergent, a rappelé le chef de l’Etat. Le comité est aussi chargé de constituer une nouvelle source de financement social par le renforcement des capacités budgétaires de l’Etat et de rétablir nos équilibres commerciaux.

Maintenir la diversification de l’économie

Le président Sall a toutefois averti. Une diversification de l’économie est une nécessité afin d’éviter d’être dépendant du pétrole. « Une nouvelle source de revenus ne veut pas dire qu’on doit délaisser les autres activités économiques comme le commerce, l’agriculture, etc. Car une économie ne peut pas se fonder sur une seule rente. Il nous faut prévoir une clé de répartition de ces ressources pour assurer une bonne utilisation », a-t-il rappelé. Le chef de l’Etat d’inviter alors à  conserver la « diversification de notre économie afin qu’elle reste résiliente et robuste ».

Le chef de l’Etat insiste sur la compétence, la probité et le patriotisme

*Le secteur du pétrole et du gaz requiert des compétences hautement qualifiées, mais aussi des qualités humaines comme la probité. En attend la formation d’autres cadres sénégalais dans le secteur, le chef de l’Etat peut, d’ores et déjà , compter sur un personnel compétent à  l’image d’Ousmane Ndiaye. « C’est un cadre hautement qualifié dans le domaine des mines et hydrocarbures, un homme discret, rigoureux, fort d’une expérience avérée et jouissant d’une bonne moralité », a soutenu le président Sall. Le secrétaire permanent du Cos-Petrogaz sera secondé par Mamadou Fall Kane, formé, entre autres, à  l’Ecole polytechnique de Paris et disposant de « compétences avérées dans le secteur ». Le président a justifié son choix par leur compétence, leur parfaite connaissance du secteur, son mode de fonctionnement, les négociations avec les compagnies. Il a aussi ajouté « le patriotisme et l’intégrité » qui nous permettra d’éviter de signer n’importe quoi. Selon Macky Sall, avant d’en arriver à  la phase de production, le Sénégal doit « anticiper, se préparer en conséquence, définir à  temps les modalités d’accompagnement et d’assistance dans cette nouvelle aventure ».
Le nouvel environnement étant « très peu connu pour le pays », il est nécessaire de s’entourer de compétences, qu’elles soient du gouvernement, du secteur privé national, des cabinets d’avocats d’affaires, mais aussi de l’international pour avoir les meilleurs experts en matière d’études, d’évaluation et d’exploitation des ressources du bassin sénégalais. « Le prix de cette expertise n’est rien face aux dégà¢ts qu’aurait pu causer une gestion maladroite, inexperte », a estimé le chef de l’Etat. « Nous allons faire appel à  toutes les compétences, d’o๠qu’elles viennent, pour encadrer l’exploitation future des ressources avec le Cos-Petrogaz », a-t-il assuré. Au regard des intérêts en jeu, le chef de l’Etat a appelé à  la mobilisation de toutes les forces vives de la Nation. « C’est tout le sens de la présence, au sein de cette structure, de toutes les institutions de la République telles que l’Assemblée nationale, le Haut conseil des collectivités territoriales et le Conseil économique, social et environnemental ainsi que les acteurs clés, échantillons représentatifs des différents segments de la Nation, » a-t-il laissé entendre.
Pour lui, cette plateforme de gouvernance démocratique et inclusive devrait garantir une valorisation optimale de ressources pour le bien-être des générations actuelles et futures. « C’est dire que je veillerai personnellement au respect des nouveaux droits économiques, sociaux et environnementaux des populations consacrés par notre Constitution, adoptés lors des dernières consultations référendaires ».

Diffuser des informations justes et crédibles

Décidément, la transparence tient à  cœur le chef de l’Etat. En effet, il a instruit le Cos-Petrogaz à  diffuser des informations « justes et crédibles » et à  veiller sur « les normes environnementales ».
Dans l’urgence, le Secrétariat permanent du Cos-Petrogaz doit engager le suivi de l’évaluation des réserves de pétrole et de gaz ainsi que la coordination et la validation technique de l’ensemble des études. Les autres urgences du Cos-Pétrogaz portent sur la coordination de tous les projets pétroliers et gaziers au Sénégal, la supervision des différents accords juridiques et des contrats entre l’Etat du Sénégal et les partenaires portant sur le financement et la réalisation des projets pétroliers et gaziers ainsi que la commercialisation de la production, la coordination des négociations et l’assistance technique liées à  la promotion, à  la prospection et au développement des projets pétroliers et gaziers, l’élaboration d’une stratégie nationale de formation des acteurs de l’industrie pétrolière et gazière et la coordination de la communication institutionnelle des activités du Cos-Petrogaz.
Sur ce point précis, le président a rappelé son attachement particulier à  la diffusion d’informations justes et crédibles dans un souci de transparence sur tous les contrats et revenus générés ». En outre, le Cos-Pétrogaz doit veiller « au respect des normes environnementales et sociales dans le cadre de l’exploitation de ces ressources ».
